In a world marked by uncertainty and shifting geopolitical dynamics, the Global Civilization Initiative (GCI) has emerged as a key framework shaping China’s international engagement. Introduced in 2023, the initiative emphasizes mutual respect, dialogue, and learning among civilizations, offering a counterpoint to narratives of division and hierarchy.

Professor Zhu Yaxiong of Zhejiang Normal University and Paul Frimpong, Executive Director of the Africa-China Center for Policy and Advisory explore how the GCI is influencing China-Africa relations and what lies ahead.

 

What is the Global Civilization Initiative?

The GCI is one of four major global initiatives proposed by China, alongside development, security, and governance frameworks. It centers on principles such as respecting diversity, promoting shared values, and strengthening cultural exchange.

 

As Zhu Yaxiong explained:

“We believe there is no civilization that is superior or inferior to other civilizations. Every civilization should be treated equally.”

This philosophy directly challenges the idea of a “clash of civilizations” and instead promotes coexistence and cooperation.

 

Why it resonates with Africa

Paul Frimpong noted that the GCI aligns closely with Africa’s historical experience and philosophical traditions.

He emphasized that the initiative reflects long-standing African values of coexistence:

“In the midst of our differences, we can have meaningful dialogue, we can coexist and we can learn from each other.”

He illustrated this with a personal story from Ethiopia, where a young engineer working in a China-supported industrial park told him:

“A few years ago, I had never imagined I would be building a car. Today, I’m not just assembling vehicles. I’m building a future for myself and my country.”

Such experiences highlight how cooperation extends beyond infrastructure to human development and empowerment.

 

Civilizational exchange

Over the past years, especially under the guidance of the Global Civilization Initiative, China-Africa cooperation has evolved into a more multidimensional partnership, incorporating education, culture, and people-to-people exchanges.

 

Zhu Yaxiong noted that cooperation today reflects:

“profound respect for civilizational diversity and mutual learning.”

Programs such as Confucius Institutes, Luban Workshops, and youth dialogue platforms demonstrate how engagement is becoming more institutionalized and people-centered.

 

A different approach to global engagement

A key distinction is how the GCI differs from Western approaches.

 

Paul Frimpong summarized the contrast:

“There’s no situation where one group seeks to impose their civilization or their ideology on another group. It is a message of living together in harmony.”

This emphasis on equality and dialogue offers an alternative framework for international cooperation, particularly resonating among countries in the Global South.

 

Toward a shared future

The Global Civilization Initiative is part of a broader framework, including the Global Development, the Global Security Initiative, and the Global Governance Initiative, that together aim to build a community with a shared future for mankind.

As Zhu Yaxiong noted, these pillars are interconnected, with civilizational dialogue helping to build trust and prevent conflict. (CGTN)
